Our Capability

From site selection to shovel-ready

The demand for data centre infrastructure across Australia is accelerating, driven by AI workloads, hyperscale cloud expansion, and sovereign data requirements. Helia EHS has positioned itself at the front edge of this growth — not as a passive advisor, but as an active originator and developer of large-scale facilities.

Our Capability

Project Cobra

A proposed data centre and integrated energy campus at Tungkillo, South Australia — conceived, originated and project-directed by Helia EHS, with potential capacity of up to 1.2 GW across an assembled multi-lot landholding.

Site & Location

Multiple lots at Tungkillo, South Australia — approximately 75 km from Adelaide's CBD. The assembled site encompasses dedicated data centre lots, Battery Energy Storage System (BESS) land, and solar rights — enabling a fully integrated renewable-powered campus.

Site & Location

Up to 1.2 GW of potential data centre power capacity — comparable to the largest proposed hyperscale campuses in Australia. Integrated co-located Battery Energy Storage System and solar generation rights provide a compelling clean-energy value proposition for operators.

Helia's Role

Project originator, land controller and project director. Helia assembled the title package, developed the grid connection strategy, managed the due diligence consultant programme, and led the formal introduction of tier-one hyperscale operators — securing formal expressions of interest.

Government & Commercial Engagement

Delivered briefings to the SA Government Cabinet Office (CGO) and the Minister for AI and State Development. Executed Memoranda of Understanding with energy developer Neoen and commercial partner SynCo. Engaged AEMO on grid master planning under Pathway 108.

Why Helia EHS

Not just advisors. Active developers.

Most EHS consultancies advise on data centre projects. Helia EHS has built one. That difference gives us a level of practical, commercial and regulatory knowledge that no academic or advisory background alone can replicate.

Hands-on development experience

Helia EHS has served as the originating project director on a 1.2 GW data centre proposal — giving us direct experience of every approval, commercial and technical challenge that large-scale developers face in the Australian market.

Deep South Australia capability

We have navigated PlanSA, the SA EPA, the Office of the Chief Government Officer and Ministerial engagement for data centre development — a regulatory environment, and the people within it, that we know intimately.

Connected to the hyperscale ecosystem

Our work on Project Spark brought us into direct engagement with global tier-one hyperscale operators, energy developers including Neoen, and grid specialists. We bring that network to every client relationship.

Integrated EHS and commercial lens

Our team combines technical EHS depth with commercial project management — meaning we understand both the environmental obligations and the investment pressures that drive data centre development timelines and decision-making.

Live market intelligence

We actively monitor the Australian data centre pipeline — including AirTrunk, Firmus, CDC Data Centres, IREN, and the SA and NSW planning and environmental approval portals — providing clients with a current, grounded view of the competitive landscape.

Certainty delivered

Our brand promise reflects our approach to data centre work: reducing ambiguity, managing risk proactively, and delivering the certainty that investors, operators and government agencies need to commit to major infrastructure.

SA Pipeline

South Australia's data centre moment

South Australia is emerging as a serious data centre location — driven by renewable energy advantages, available land, government support for AI infrastructure, and accelerating national demand. Helia EHS is tracking the full SA and national pipeline in real time.
